GIRLS BASKETBALL 2008-2009
LEAGUE RULES AND REGULATIONS

Winning coaches are to report game scores to their commissioner
within 24 hours.
Weekly age group standings are to be posted / emailed to coaches.
Age group commissioners may amend these rules only with approval from
theprogram chairman.
GAME
RULES (9-10, 11-12 and 13-17 in house league)
1.
Time: 8 minute running quarters. Stop clock last 2 minutes
of each half or for official time outs only. The last 10 seconds
of the game, the clock will not start until the ball enters the
front court. (This will prevent stalling).
2.
Overtime: 3 minutes with stop clock. Double/Triple Overtimes: 2 minutes
with running time and no time outs until a winner is determined.
3.
Fouls: Player is disqualified from play on the 5th foul. Bonus(1 and
1) takes effect on 7th team foul in each half;
Double Bonus (2 shots) on the 10th foul in each half.
4.
Jump ball: will start game; thereafter, alternating possession. Jump
ball will start overtimes.
5.
Time Outs: 4 time outs per coach, 1 minute each, are allowed
per game. Time outs can be used any time. One time out per team
in overtime, previously unused time outs may not be used.
6.
Three Point field goal: applies to 11-12 and 13-17 leagues
(Applies only when there is a 3 point arc on the gym floor).
7.
Forfeit: Failure to have at least 5 players at 5 minutes past the
scheduled game time will result in a forfeit. If a team must ‘borrow’ players
from the opposing team, the game will be unofficial and considered
a forfeit.
8.
Technical Fouls: For poor sportsmanship, it must be reported
to the age group commissioner. First offense results in a 1 game
suspension from the next game, second offense will result a 2 game
suspension, and a third offense in suspension from the league.
9.
Intentional Fouls: are not allowed at any time. No coach should instruct
a player to intentionally foul.
LEAGUE / PLAYER RULES (9-10, 11-12 and 13-17 in house league)
1.
Every player present at the start of the game must play a minimum
of 16 minutes of playing time [half the game](except if that player
is injured or fouls out).
2.
No player may play all 4 quarters unless a team has 6 or less players.
Every player must sit one 4 minute period.
3.
Substitution is allowed only at 4 minute intervals at the start and
midpoint of each quarter. The clock will stop briefly at the midpoint
of each quarter to permit substitutions.
4.
A player who is not present at the start of the game is guaranteed
just 8 minutes of play.
5.
A player arriving after halftime is not guaranteed playing time, but
may play at the coaches’ discretion.
6.
If a team will have only 5 players or less, the coach may call up
1 or more players from the next youngest LTRC girls’ in-house
league, to field up to, but no more than 6 players. No players outside
of LTRC in-house may be used.
7.
A player may be called to play in a higher age group no more than
twice in the same season. Call ups must be reported to the age group
commissioner ahead of game time.
8.
A player who is called up should never be given more play time than
a regular team member.
9.
Players who miss practices and/or games on a regular basis may be
subject to reduced playing time, but only with the knowledge and
approval of the league commissioner.
10.
Failure to comply with any of the above rules will result in the
forfeiture of the game and coach warning.
PRESS RULE
13-17 Full Court Press allowed at any time. No press allowed by a team
leading by 15 points or more.
11-12 Full
Court Press NOT allowed at any time. At all other times, players
may be picked up at the half court line, which does not constitute
a press.
9-10 Full
Court Press NOT allowed at any time. Players may be picked up at
the top of the key/circle. Teams may press half-court only during
the last minute of the game to prevent a stall. Teams have 10 seconds
to bring the ball over the half court line after inbounding the
ball.
Note: in
9-10 and 11-12, at any time, if a team attempts to “stall” by dribbling over the half court line
but thereafter purposefully keeps the ball out of the area where defensive
play is allowed, the Referee can stop play and issue one (1) stall
warning. If the team with possession continues to “stall”,
thereafter, in the Referee’s discretion, offensive players may
be picked up at the half court line (or in Cafetorium’s the line
being used as the half court line for play), which will not constitute
a press. The purpose of this rule is to avoid allowing teams
to intentionally and repeatedly fail to advance the ball into an area
where defense can be played, or which attempt to stall the ball in
the last two (2) minutes of the game.
All
Defense may be zone or man-to-man or any combination thereof.

GIRLS BASKETBALL – RULES AND REGULATIONS
POST
SEASON PLAY
All leagues will compete is a post-season tournament. The tournament
format will be determined by the age group commissioner, based on the
number of teams and the final standings.
CLINIC
The purpose of LTRC girls clinic basketball is to introduce 7 and 8
year old girls to the sport; to teach the basic skills and rules,
and to encourage and support the girls as they gain ability and
confidence. We strive for a fun and non-competitive atmosphere.
No Full Court Press is allowed at any time. Players may be picked
up at the top of the key/circle and defense should be played inside
an imaginary three point arc (i.e., no pressing in baseline corners).
Defense should be zone. No formal scores or standings are kept.
All girls will receive trophies at the end of the season.
TEAM
SELECTION
1. Each team will have at least 7 players, and no more than 9 players,
based on the total number of registrants in
each league, and gym space allotment.
2.
It is the policy of LTRC Girls Basketball to achieve competitive balance
among the teams in each league.
League commissioners and team coaches will select teams with this overriding
objective.
3.
A girl is ineligible to play for LTRC if she is on the roster of any
High School varsity or junior varsity (J.V.)
team.
POSTPONEMENTS
/ CANCELLATIONS
1. Please check the web site WWW.LTRC.ORG for the most up to date information.
2.
A decision by Baltimore County to close schools, or to close schools
early, will cancel all weekday games and
practices. The decision to cancel weekend games will be made by the
LTRC office.
3.
In all cases, the LTRC Girls Basketball program chairman will contact
league commissioners, who will contact
their coaches. Coaches are responsible for contacting their players.
4.
Commissioners will be notified of other specific school cancellations
at the start of the season, and as they occur,
and this information should be passed on to coaches. School activities
have priority over LTRC activities.
5.
The re-scheduling of postponed games and practices will be arranged
at the discretion of the program chairman
and league commissioners, taking into consideration gym space and time
constraints.
TRAVEL
TEAMS
1. There will be one or more travel teams in the 9-10, 11-12, and 13-14
age groups, depending on interest and ability levels. Travel teams are
composed or the more highly skilled players from within the program.
2.
Travel teams will be selected by a panel of coaches and the age group
commissioner at one or more designated tryouts. Teams will consist of
between 8 and 12 players. Each coach has the final decision on his or
her roster. Each coach will determine what travel league that he or
she will be participating in.
3.
There is NO minimum guaranteed playing time on travel teams. Playing
time and positions are at the discretion of the individual travel team
coach.
4.
Travel players will be given the option of playing both in house and
travel team, or travel team only. This option
is only available until the in house draft takes place, after which
all players drafted are required to play in house.
If a player opts to play both in house and travel team, she understands
that in the case of conflict, in house games, practices and tournaments
must be given priority over travel team activities.
5.
Travel team players will be required to pay an additional fee to cover
travel league/tournament fees. These fees will be set according to the
cost of the travel leagues on a year-to-year basis.
6.
Travel team uniforms must be returned at the end of each season. The
parents/guardians of any player failing to do so may be billed for the
purchase price of the uniform. Uniforms are not to be worn for practices,
or at any other time, except for travel team games and tournaments.
